Members of the Texas Higher Education Coordinating Board voted unanimously 8-0 on Thursday to deny a proposal by the Dallas-based Institute for Creation Research to offer an online master's degree in science education.

One board member was absent. A day earlier, a board committee unanimously endorsed Higher Education Commissioner Raymund Paredes' recommendation to reject the proposal. Paredes said the institute's curriculum is infused with creationism, which he said runs counter to scientific conventions.

The institute has 45 days to appeal for reconsideration, or it could submit a new proposal within 180 days. Henry Morris III, the institute's CEO, said those options are under consideration, along with legal action.
